The discussion is that traders and market-makers in Comex options will and do use ETF's to hedge and cancel out trades. This "cross-market" use of hedging tools can influence the pricfe of precious metals in both markets simultaneously. The author is therefore looking for market moving trades that nothing to do w the fundamentals of the underlying commodity.
