Saudi Ma'aden's gold and metals unit gets 1.2 bln riyal loan

DUBAI, April 26 (Reuters) - Saudi Arabian Mining Co (Ma'aden) said its gold and base metals unit had obtained a 1.2 billion riyal ($320 million) loan from the state-affiliated Saudi Industrial Development Fund to help develop the Ad Duwayhi mine.

The loan will be repaid in 14 installments spread across seven years and was financially guaranteed by Ma'aden, the company said in a statement on Sunday. Ma'aden Gold & Base Metals Co operates five gold mines in Saudi Arabia, according to the company website. ($1 = 3.7500 riyals)

Juncker: No more delay on Ukraine free trade

European Commission chief Jean-Claude Juncker has said EU-Ukraine free trade should start next year, despite calls for another delay.

He told press in Kiev on Monday (27 April) “it’s important” for the trade pact to be fully implemented from 1 January, even though “others want to postpone the entry into force".

"We don’t think this would be a wise or a good idea. It’s already been postponed once, so if we keep postponing, postponing, and postponing, we will never reach the end”.

The so-called DCFTA is designed to reorient Ukraine exports from Russia to the EU and to open the Ukrainian market, of more than 40 million people, to EU products.

Greek PM says people may have to rule on creditor deal

Prime Minister Alexis Tsipras said Greek voters could be asked to decide on whether to approve an agreement with creditors that may not be in line with his campaign pledge to end austerity.

In a late-night interview on Star TV on Monday, Tsipras said his mandate is to negotiate an accord with euro-area member states and the International Monetary Fund “that won’t repeat the vicious circle of austerity, misery and pillage; a solution with prospects and within the European framework.”

If the deal “exceeds that mandate,” then “Greek people will have to decide, obviously not through elections,” he said when asked about the possibility of a snap poll or a referendum.

Birds of prey help NATO warplanes police Baltic air

A NATO mission policing Baltic airspace amid heightened tensions with Russia has forged a rather exotic alliance to ensure the safety of pilots and their jets.

Four birds of prey -- three falcons and an eagle -- soar over the tarmac near four massive hangars at the Zokniai airforce base in northwest Lithuania.

The winged warriors flew in from Poland along with their trainer to keep runways clear of other birds and wildlife, so as to avert potentially disastrous collisions on take-off and landing.

Experience shows that predatory birds and the ancient art of falconry vastly outperform man-made acoustic and visual scare tactics, which wild birds quickly realise pose no credible threat.

"All artificial methods work only for a short time because birds get used to them, but they're always mindful of predators," Mariusz Chroscinski, a soft-spoken Polish falconer told AFP.

The Polish airforce brought the 26-year-old to Zokniai to help out with its four-month rotation in NATO's Baltic air policing mission.

NATO has been guarding Baltic skies since 2004, when Estonia, Latvia and Lithuania joined the defence alliance but lacked the air power to monitor their own airspace.

Under Moscow's thumb until 1991, the three small states have been on high alert since Russia annexed the Crimean peninsula from Ukraine last year.

NATO jets have been scrambled dozens of times from Zokniai in recent months to escort Russian fighters and nuclear-capable bombers flying near the Baltic states with their transponders switched off, sparking protests over the danger they posed to civil aviation.

In December, a Russian military plane came dangerously close to a passenger plane from Cimber Air, of the SAS group, which had taken off from Copenhagen headed for Poznan in Poland, according to the Swedish military.

Ukraine says rebels firing rocket launchers again

KIEV, Ukraine (AP) — Separatist rebels in the east of Ukraine have resumed the use of rocket launchers that should have been withdrawn under a February peace deal, Ukrainian military officials said Tuesday.

The army said in a statement that rebels fired Grad rockets Monday evening at the government-held town of Avdiivka, which lies on the fringes of the main rebel stronghold of Donetsk.

There has been a recent uptick in clashes along the front separating government and rebel forces. Speaking at an investor conference in Kiev, President Petro Poroshenko warned that the resumption of full-blown war is a perennial threat.

"War could start at any moment, but we are ready to do everything possible to dispel any room for doubts or retreats," he said.

Oleksandr Motuzyanyk, military spokesman for the Ukrainian presidential administration, said one soldier had been killed and 14 injured during the past day's unrest. He gave no details on where casualties had been sustained.

"The geography of cease-fire violations by militia has broadened. For the first time this month, the enemy has deployed the Grad system against our servicemen,"Motuzyanyk said.

OSCE: 'Intense shelling' in Ukraine village

OSCE observers said on Monday they have witnessed the most intense shelling in the flashpoint eastern village of Shyrokyne since fighting began there in mid-February, as well as movement of heavy weapons.

The Vienna-based Organization for Security and Cooperation in Europe, which is helping to monitor a ceasefire in Ukraine, said that explosions 300 metres from one of its observation posts forced its personnel to change location.

"On 26 April, the SMM (special monitoring mission) observed what it assessed to be the most intense shelling in Shyrokyne... since fighting began in the area in mid-February 2015," the OSCE said in a report issued overnight.

"For the last 12 hours, and on-going at the time of this report, the SMM has observed sporadic to continuous exchanges of fire involving small arms, machine gun, rocket propelled grenade and automatic grenade launcher," the security body said.

Shyrokyne, near the strategic city of Mariupol, has been the scene of frequent violations of an internationally brokered February ceasefire deal between Ukrainian government forces and pro-Russian separatists.

Throughout Sunday, from two adjacent observation posts east and west of Shyrokyne, the OSCE observed 69 outgoing tank shells, 191 outgoing 82-millimeter mortar rounds and 153 outgoing 120mm mortar rounds.

On Sunday morning two "loud" explosions, most likely artillery, went off some 300 metres (yards) from an OSCE observation post in a government-held village 1.5 kilometres (0.9 miles) west of Shyrokyne, forcing the observers to move to another post, it said.

In the early afternoon, the shelling was heard all the way to Mariupol, held by the Ukrainian government 20 kilometres away.

An OSCE drone observed 11 tanks and four armoured personnel carriers (APCs) on Sunday, with infantry mounted, moving through rebel-held Kulykove, 15km north of Shyrokyne, the OSCE said.

Additionally, over the previous three days, the drone sighted 17 tanks, three self-propelled howitzers and 60 APCs in a rebel-controlled area 50 kilometres north of Shyrokyne, the OSCE said.

Under the ceasefire, heavy weapons are meant to have been withdrawn from frontlines.

The conflict in eastern Ukraine has killed more than 6,000 people in the past year and displaced more than a million, according to the United Nations.
