Question re SLV trading

I am a relative newbie to TF Metals and I am very appreciative of the experience and help on this site and on the previous blog. I am trying to anticipate the potential impact of Comex manipulation and garbage like Dodd Frank (seems like we should have some really insulting nickname for that bill).

Anyway, I would normally think that SLV will move in tandem with the actual metal price, but maybe I'm missing something. Please share any thoughts you may have on SLV as a proxy for buying physical or how else to do that in light of this new (potential) restriction.
